Education and Experience Requirements:
Bachelor's Degree in related field required or equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. 10 years related experience.
Position Purpose:
Establish an Enterprise approach for Gulfstream Quality Regulatory Compliance to include Manufacturing, Completions, and Service/Repair Center functions related to Quality systems/oversight. Ensure process and execute alignment with requirements for production, certification, service and repair of Gulfstream products.
Principle Duties and Responsibilities:
Essential Functions: 1. Assure FAA and Foreign Civil Authority requirements are consistently incorporated into processes and procedures and a structure for standard implementation and monitoring is implemented. 2. Assure Production/Repair Station regulatory compliance and optimize foreign authority approval/oversight. 3. Teamwork: Must work closely with each Business Units management to produce a consistent end quality product. Recognize and respect the reporting relationships appropriate for each accountable manager. 4. Organizational Development: Build relationships across all disciplines for consistent application of policies and procedures to ensure compliance to regulatory requirements. Lead and/or support Quality program/regulatory changes, personnel selections and investigations. Develop a cohesive and high performing compliance oversight program. Interface with executive leadership team. 5. Industry: Participation and involvement/networking through PAMA/NATA/ARSA/ AAQG to resolve industry issues that affect production and post production activities such as aircraft certifications, airworthiness approvals, mobile maintenance, etc.
Additional Functions: 1. Implement and manage an effective Quality audit/compliance program. 2. Develop and review company policies. 3. Advise management on the company’s compliance with laws and regulations through detailed reports. 4. Create and manage effective action plans in response to audit discoveries and compliance violations. 5. Regularly audit company procedures, practices, and documents to identify possible weaknesses or risk. 6. Assess company operations to determine compliance risk. 7. Ensure all employees are educated on the latest regulations and processes. Perform other duties as assigned.
Other Requirements: 1. Demonstrated detailed knowledge, application and responsibility for FAA and other regulatory requirements and operating rules pertinent to aircraft production, maintenance and/or support. 2. Experience in 14 CFR part 21 Manufacturing/Certification and Part 145 requirements are highly desired. Working knowledge in both is required. 3. Demonstrated international regulatory and industry collaboration experience strongly preferred. 4. Ability to lead and collaborate with all business partners, customers and regulatory authorities. 5. Ability to lead change across the enterprise for all aspects of the product life cycle (Production, Completions, Repair Stations). 6. Knowledge of Military standards, Defense contracts and ITAR requirements/restrictions.
7. Active role in the development and implementation of SAP systems in support of the long term operating strategy. 8. Ensure compliance oversight program is effective for providing compliant Quality Assurance/Control for manufacture, repair, support and airworthiness components provided to Gulfstream Repair Stations or provided over the counter to customers. Establish and maintain regulatory relationships with domestic and international authorities.
